Providing TSW information about goods entering or departing New Zealand.

Information about goods entering and departing New Zealand must be reported to Customs and the Ministry for Primary Industries (MPI). Importers, exporters, freight forwarders, airlines and shipping lines or their agents generally submit this information as electronic messages, collectively called ‘lodgements’.

These lodgements include:

  • inward and outward cargo reports
  • import and export entries or declarations
  • excise entries
  • Biosecurity Authority Clearance Certificate (BACC) applications
Create

The Create transaction is used for the original submission of a lodgement.

Replace

The Replace transaction is used to update a previously submitted lodgement.

Cancel

The Cancel transaction is used to cancel a previously submitted lodgement.

Completion

The Completion transaction is used to reconcile a previously submitted temporary import or sight import lodgement.

Message Types

Import Declaration - IM1

An Import Declaration is submitted by importers or their brokers when seeking import clearance of goods from Customs, MPI Bio-security and MPI Food.

Export Declaration - EX1

An Export Declaration is submitted by exporters or their brokers when seeking export clearance of goods from Customs.

Excise Declaration - EXC

An Excise Declaration is submitted by excise clients or their brokers when seeking Customs clearance of exciseable product (beer, wine, spirits etc) manufactured in New Zealand.

Outward Cargo Report - OCR

An Outward Cargo Report is submitted by shipping companies and airlines or their agent reporting the clearance details of the cargo exported in a craft. It is by Agencies for reconciliation that all cargo carried by a departing craft has export clearance.

Inward Cargo Report - ICR

An Inward Cargo Report is submitted by shipping companies, airlines, freight-forwarders and brokers to report details of cargo imported in a craft and empty containers. It is used for primary risk assessment by Customs and MPI, low value clearance (write-off), to initiate Domestic Transhipment Requests (un-cleared cargo movements) and to initiate International Transhipment Requests.

Cargo Report Export - CRE

A Cargo Report Export is submitted by shipping companies, airlines, freight-forwarders and brokers to effect low-value clearance (write-off) of export cargo and empty containers. It may also be used to initiate International Transhipment Requests.

Certificate of Origin - CoO

A Certificate of Origin message is submitted by NZ Issuing Bodies (IBs) to NZCS to provide assurance to origin claims declared on an Export Declaration. Relevant Origin data for exports relating to shipments to China is automatically forwarded to China Customs by NZCS to help facilitate clearance there.
